This recipe makes about 1 quart of mincemeat filling, which is enough for 2 (9-inch) pies or 16 tarts made in a muffin pan.

Add all ingredients except the brandy and citrus zest to a pot over medium heat. Once boiling, cover and simmer 30 minutes, stirring occasionally. Then cook uncovered until thickened, stirring frequently.
