Boil, cool, peel, and dice the potatoes and eggs. Chop the cucumbers, radishes, scallion, and dill.
Divide the ingredients between each of 4 shallow soup bowls, sprinkle on the sea salt, and pour 1 cup of the kefir/mineral water mixture into each bowl. Add 1 ice cube to each.
