Pelmeni Dough: 2/3 cup milk, 3/4 cup water 1 large egg 1 tsp salt 4 cups all-purpose flour Beef Pelmeni Filling: 1 1/2 pounds lean ground beef 1 medium onion, 3 cloves garlic 4 TB minced fresh dill 1 1/2 tsp apple cider vinegar 1 1/2 tsp salt, 1/4 tsp pepper 1 tsp Worcestershire sauce 1 teaspoon soy sauce

Make the dough and filling, and then shape the pelmeni. Roll out the dough and stamp it into circles or squares. Put 1 teaspoon of filling in the center of each piece of dough. Fold the dough over onto itself, and then pinch the outer edges together.
Freeze the dumplings until ready to serve. To cook, add the frozen pelmeni (about 10 per serving) to a pot of boiling water. Once the dumplings float, let them boil for 3 minutes, and then drain well.
